ABOUT THE AUTHOR(S)

Sharif S. ELMUSA received his Ph.D. in regional development and planning from the Massachusetts Institute of Technology. He served as research fellow at the Institute for Palestine Studies, Washington, D.C., and as advisor on water issues to the Palestinian delegation in the peace talks following the Madrid conference in 1991.
