يقع الكتاب في محورين : الأول : الفقر والبطالة في لبنان ، وتناول : السياسات الحكومية في لبنان وآثارها على حالة الفقر والبطالة – سياسات التنمية في العقد الأخير : بين التوازن واللاتوازن – الاستثمار في القطاع الصناعي اللبناني وأثره في خلق فرص عمل –  ادارة التنمية المحلية في لبنان – أسباب البطالة والفقر في لبنان : مقارنة ادارية .
