يهدف هذا الكتاب إلى تقصي طرق تأثير المانحين والمنظمات الدولية في المنظمات الأهلية الفلسطينية، وذلك فيما يتعلق بسياسات التنمية وتعزيز عملية الدمقرطة. كما يبحث في قدرة المنظمات الأهلية الفلسطينية على المساهمة في تشكيل الأجندات العالمية من خلال الناشطية العابرة للحدود القومية والمؤتمرات الدولية. من أجل تحديد هذه الإشكالية الواسعة، قام المؤلفان بتناول منظمات تنتمي إلى ثلاثة قطاعات: الصحة؛ المرأة والتنمية؛ حقوق الإنسان والديمقراطية. ومن خلال البحث في هذه القطاعات الثلاثة تبين لهما التأثير المهم للتفاعل بين “العالمي” و ” المحلي” في العلاقات الدولية الجديدة، وخصوصاً فيما يتعلق بصناعة المساعدات، وكذلك فيما يتعلق بتشكيل النخب المحلية؛ بمعنى أن الأطراف الفاعلة والهيكليات الاجتماعية المحلية لم تكن ساكنة وأدت دوراً ولو ضعيفاً في العلاقات العابرة للحدود القومية، وحاولت المفاوضة لإيجاد مكان لها في نظام المساعدات. لكن هذه الدراسة بينت أنه كان هناك هامش مهم للمفاوضات لم تستثمره المنظمات الأهلية الفلسطينية بشكل كافٍ.

• ساري حنفي، حاصل على شهادة الدكتوراه في علم الاجتماع من المعهد العالي للعلوم الاجتماعية ـ باريس. باحث متخصص في قضايا الشتات الفلسطيني، وله أبحاث عن بعض المجموعات المهنية، كالمهندسين في سورية ومصر. صدر له ثلاثة كتب باللغة العربية، واثنان باللغة الفرنسية، إضافة إلى تحرير ثلاثة كتب أخرى، ومجموعة كبيرة من المقالات العلمية.

• ليندا طبر، أكاديمية فلسطينية، وزميلة في مؤسسة الدراسات النسوية في جامعة تورنتو (كندا)، وزميلة في مركز دراسات التنمية في جامعة بير زيت.

The Emergence of a Palestinian Globalized Elite: Donors, International Organizations and Local NGOs

This book aims to inquire into the ways in which external actors influence Palestinian NGOs in terms of their development policies and their relative promotion of democratization, and secondly, to investigate the capacity of Palestinian NGOs to contribute to the elaboration of global agendas through transnational activism and global conferences. In order to circumscribe this broad problematic, the empirical data was drawn from organizations working within three sectors: in health, in gender and development, and in human rights and democracy. As the empirical investigation for this study proceeded, this study became aware that an examination of the sites where the ‘global’ and the ‘local’ intersect and intertwine is inseparable from an analysis of the effects of new transnational relations, specifically the aid system, and their impact on local social formations. This is to say that local actors and social structures do not remain static, but are transformed as they are drawn into new transnational relations and then seek to negotiate their place within the aid industry and their relations with donors and international NGOs.

ABOUT THE AUTHOR(S)

Sari HANAFI holds a doctorate in Sociology from the Ecole des Hautes Etudes en Sciences Sociales, Paris. He specializes in issues pertaining to the Palestinian Diaspora, and has done research on specific professional groups, for example engineers in Syria and Egypt, and the relationship between non-governmental organizations and global agendas. Hanafi was the former director of the Palestinian Diaspora and the Refugee Centre, Shaml. He is currently a visiting associate professor at the American University of Beirut.

Linda TABAR a Palestinian academic and fellow at the Institution of Women’s Studies in Toronto, Canada, and a fellow at the Center for Development Studies at the Birzeit University.
